1054.19 NOTIFICATION OF ILLEGAL DISCHARGES.
   (a)   Users shall notify the Manager immediately upon discharging waste in violation of this chapter to enable countermeasures to be taken by the Municipality to minimize damage to the public sewer, the treatment facility, treatment processes and the receiving waters.
   (b)   This notification shall be followed, within fifteen days of the date of occurrence, by a detailed written statement describing the causes of the discharge and the measures being taken to prevent future occurrences.
   (c)   Such notification shall not relieve users of liability for any expense, loss or damage to the sewer system, the treatment plant or treatment processes, or for any fines imposed on the Municipality on account thereof. The cost of treating the discharge shall be paid for by the user. A notice shall be furnished and permanently posted on the user's bulletin board advising employees who to call in case of a discharge in violation of this chapter.
