Each user, at the user's expense, shall provide protection from accidental discharge of prohibited materials or other wastes regulated by this chapter. Detailed plans showing facilities and operating procedures to provide this protection shall be submitted to and approved by the Manager before construction of the facilities. The review of such plans and operating procedures shall in no way relieve the user from the responsibility of modifying the facilities, as required, to meet the requirements herein. Any subsequent changes in the facilities or operating procedures shall be submitted to and be approved by the Manager before the changes are made.
