Rules and regulations for the operation of the Municipal sanitary sewer system may be promulgated by the Manager, or his or her designee or any comparable successor, for the purpose of ensuring the safe, economic and efficient operation of the Municipal sanitary sewer system. These rules and regulations shall have the same validity as Municipal ordinances when not repugnant thereto, or when not repugnant to or in contravention of the Constitution or laws of the State.
