1054.02 USE OF PUBLIC SEWERS REQUIRED.
   (a)   No person shall place, deposit or permit to be deposited in an unsanitary manner, upon public or private property within the Municipality, or in any area under the jurisdiction of the Municipality, any human or animal excrement, garbage or other objectionable wastes.
   (b)   No person shall discharge to any natural outlet within the Municipality or in any area under the jurisdiction of the Municipality, any sanitary sewage, industrial wastes or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter.
   (c)   Except as otherwise approved by the Manager and the Fairfield County Health Department or as hereinafter provided, no person shall construct or maintain any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of sewage. A prohibition exists against the expansion of any existing sewer system located in the Municipality or the construction of any new sewer system located in the Municipality, by any private or governmental entity (other than the Municipality) which serves more than one residential, commercial or industrial user, without the expressed approval of Council and the Fairfield County Health Department. Nothing in this subsection shall be construed as being a release of the requirements imposed by subsection (d) hereof.
   (d)   The owners of all houses, buildings or properties used for human occupancy, employment, recreation or other purpose, situated in the Municipality and abutting on any street, alley or right of way in which there is now located or may in the future be located a public sanitary sewer of the Municipality, are hereby required, at their expense, to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this chapter, within 180 days after date of official notice to do so, provided that such public sewers are within fifty feet of the property line.
   (e)   Wastes classified as sanitary wastes are listed as follows:
      (1)   Toilet and bath fixture wastes;
      (2)   Kitchen fixture wastes;
      (3)   Service fixture wastes;
      (4)   Laboratory wastes;
      (5)   Drinking fountains;
      (6)   Floor drains; and
      (7)   Laundry wastes.
