Any person or business offering courtesy payment services for payment of utility bills as provided for in Chapters 1050, 1060 and 1067 of these Codified Ordinances shall prominently post a sign notifying customers that "Payment through this courtesy service is not payment to the City. Please allow sufficient time for transmission of payment by the fifteenth of the month. Any late charges are the customer's responsibility." Payments received by such courtesy payment service shall be promptly forwarded to the City.
