   (a)   Water capacity charges shall be as follows:

   Any connection larger than set forth above shall be calculated using the formula: cost for 3/4-inch water capacity fee multiplied by the relative capacity of the water service line (which is the radius squared divided by 0.140625).

   (c)   Water capacity fees shall be increased by three percent for each of the years following 2002 until cancelled by Council.

   (d)   Notwithstanding the provisions of subsections (a) through (c) hereof with respect to nonresidents, Township residents whose property abuts or is traversed by the water line to be constructed on Diley Road by the City, and who wish to be served by City water, shall be treated, for purposes of water rates and water system capacity charges, as residents of the City.
