1046.08 REFUSAL TO ALLOW INSPECTION.
   (a)   A Municipal representative shall make periodic inspection of the inside and outside water meters to determine the quantity of water consumed or supplied and/or the need for repair of such meters. Any customer who fails to allow such representative to make inspection within five days after being notified of the fact that the representative was unable to read the water meter because of the consumer's absence or refusal to allow such representative onto the premises shall have his or her water bill estimated.
   (b)   Water and sewer services shall be discontinued for any customer who, for a period of six months, refuses to allow a Municipal representative to make an inspection of a water meter after being notified of the fact that such representative was unable to read the water meter because of the consumer's absence or refusal to allow such representative onto the premises where a water meter is installed.
   (c)   At the time the customer notifies the Manager of a reasonable time at which a water meter can be read and the water meter is in fact read, the customer's next water and sewer bill shall be adjusted to reflect the actual amount of water consumed.
