(a) No person shall cover up or interfere with any curb box, water meter or hydrant.
(b) All changes in service pipes and fixtures that may be necessary to set the meter properly to avoid freezing and to make all water used on any premises pass through the meter shall be made at the expense of the property owner and customer, and the cost thereof shall be paid before the water is turned on. Any damage to service pipe on the property owner's side of the curb box, whether from freezing or other causes, shall be repaired at the expense of the customer under the inspection of the Municipality.
(c) The customer shall keep the surroundings around the meter clean and accessible and protect the same from freezing or injury.
(d) All meters shall be located where the Municipality determines for each particular service.
