(a) The cost of each water meter and the installation thereof, plus twenty percent, shall be paid by the property owner. Property owners may elect to make their own installation of meters provided by the Municipality, but installation shall be approved by the Municipality before water service is made available.

(b) The Municipality shall obtain the water meters and shall issue such to each property owner upon receipt of the money from the property owner as provided in subsection (a) hereof.
