(a) Resident homeowners may elect to have the City install one outside deduct meter, which shall monitor usage of water which does not enter the sanitary sewer system of the City. Use of such water through the deduct meter shall be only for the reasonable and ordinary needs of the property of the resident homeowner on which the deduct meter is located, with the exception of deduct meters granted pursuant to division (b) of this section.
(b) Commercial property owners may file an application with the Director of Service for consideration of a deduct meter. The Service Director may authorize installation of a deduct meter if it is deemed warranted after review by the Service Committee. Landscaping features, including but not limited to irrigation systems, shall not be considered for a deduct meter. The end use of a deduct meter, which is granted pursuant to this section, shall result in no discharge into the sanitary sewer system of the City.
