No person shall construct, install, alter or repair any plumbing, water piping or water fixture unless the new, extended or altered plumbing, water piping or water fixture therein conforms to the requirements and standards of this chapter. The provisions of this chapter shall apply to any such building or structure for which a building permit is required to be obtained or would otherwise be required to be obtained, but for exemption as a public building, on or after the effective date of this chapter.
