Rules and regulations for the operation of the Municipal water supply system may be promulgated by the Manager or his or her designee or any comparable successor, for the purpose of ensuring the safe, economic and efficient operation of the Municipal water supply system. These rules and regulations shall have the same validity as Municipal ordinances when not repugnant thereto, or when not repugnant to or in contravention of the Constitution or laws of the State.
