The Manager may cause to be trimmed any shrubbery, trees or other plantings on private property which project beyond such property into or over the dedicated portion of any street, when, in his or her judgment, it is advisable to do so in order to prevent interference with vision of traffic control signals, street lights, street sign posts, traffic control signs or approaching traffic, or where such action is otherwise required for the safety and convenience of the public.
