(a) (1) No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs or gutters free from snow, ice or any nuisance.
(2) The owner of abutting property shall be responsible for the repair or replacement of the sidewalk. The City shall be responsible for the repair or replacement of curbs and gutters and shall determine when such repair or replacement is necessary.

(b) Every owner, occupant or person having charge of any tenement, building, lot or land fronting on any street with graded or paved sidewalk, wit hin the first four hours after daylight, following or during any fall of snow, shall cause the snow to be removed from such walk and this provision shall include snow or ice falling from any building.
(c) Whenever such sidewalk or any part thereof becomes encumbered with ice, the owner, occupant or person in control, within the first four hours after daylight following or during its formation, shall cause such sidewalk to be made safe by removing such ice by sprinkling the same with sand or other suitable substance as may be necessary to render such sidewalks safe and convenient.
(d) Whoever violates the provisions of this section is guilty of a minor misdemeanor.
