All the rights granted by Section 622.02 may be enforced by the aggrieved private persons by the filing of a civil action in the Court of Common Pleas or before any other agency, board or commission having competent jurisdiction. Any such civil action shall be commenced within 180 days after the alleged discriminatory housing practice occurred. Such remedy shall be in addition to the penalty provided in Section 622.02(c).
