(a) No person shall negligently keep or harbor any animal or fowl which howls, barks or emits audible sounds that are unreasonably loud or disturbing and which are of such character, intensity or duration as to disturb the peace and quiet of the neighborhood.
(b) Whoever violates this section is guilty of a minor misdemeanor.
