452.18 PERMIT-ONLY PARKING.
   (a)   The Chief of Police is hereby authorized to designate any street or part of a street within the Municipality as a "Permit-Only Parking Zone". Such designation shall be for such time period as the Chief of Police prescribes. Each designation shall be reviewed at least annually to ascertain whether it is still necessary.
   (b)   Whenever any street or part of a street has been designated "Permit-Only Parking", the Municipality shall place "Permit-Only Parking" signs on such street. Such signs shall include language that vehicles parked in violation of this section may be towed at the owner's expense pursuant to Section 404.07 of this Traffic Code. The Chief of Police shall allow at least a one-week grace period after the signs are erected prior to enforcing this section.
   (c)   Residents of the dwelling or structure abutting the street or part of a street designated as "Permit-Only Parking" shall make application to the Chief of Police, at no cost, for such number of permits as shall be necessary for each residents' need. Such permits shall be placed so as to be readily visible in the windshield area of each vehicle parked in the "Permit-Only Parking Zone".
   (d)   The application shall be made on such form as is prescribed by the Chief of Police. It shall require such information as is necessary for the Chief of Police to administer his or her duties under this section. The Chief of Police shall maintain a file for such permits as are issued.
   (e)   No person shall park a vehicle in a zone designated as "Permit-Only Parking" without properly displaying a valid permit. Whoever violates this subsection is guilty of a minor misdemeanor. In addition, such vehicle may be towed pursuant to Section 404.07 of this Traffic Code.
