(a) The Mayor is hereby authorized to designate any street, or any part of any street, within the Municipality as an "Emergency - No Parking - Tow Away Zone", as he or she deems necessary or as recommended by the Chief of Police or the Manager, during celebrations, parades or emergencies. Such a no parking order shall not exceed a period of 72 hours.
(b) Whenever a street or part of a street is designated by the Mayor as an "Emergency - No Parking - Tow Away Zone" for a planned celebration, festival, parade, etc., the Municipality shall cause signs to be erected at least 12 hours in advance. This advance posting requirement is waived in the case of an emergency.
(c) Within 12 hours prior to the beginning of any period designated in this section, upon any street or part of a street designated as an "Emergency - No Parking - Tow Away Zone", the Municipality shall place signs designating that fact upon such streets. Such signs shall contain, in conspicuous bold facetype, the words: "EMERGENCY - NO PARKING - TOW AWAY ZONE". Such signs shall be posted in conspicuous places and at distances apart not to exceed 200 feet. Such signs may be posted on permanent or temporary structures as deemed appropriate by the Mayor.
(d) Whenever a street or part of a street has been designated as an "Emergency - No Parking - Tow Away Zone", vehicles may be stopped no longer than five minutes for actual loading and unloading of passengers, unless the street has been closed entirely. Any motor vehicle found parked or standing for longer than such time in these prohibited areas may be removed by order of the Chief of Police or any police officer.
(e) The owner or operator of any motor vehicle found in violation of the provisions of this section shall be deemed guilty of a minor misdemeanor. Such owner or operator shall also be responsible for all towing and storage charges and costs for such vehicle if it is removed pursuant to division (d) of this section.
