274.01 CREATION AND POWERS.
   (a)   Creation. There is hereby created a Parks and Recreation Board pursuant to Charter Section 6.04, with seven members appointed by Council. In addition, a Council representative from the Safety Committee shall sit as a non-voting member, except to break tie votes. A person appointed to the Board shall be appointed by resolution and all appointees shall be qualified electors of the City.
   (b)   Powers. The Board shall have these duties and responsibilities, conferred by Council and statute, which shall include the following:
      (1)   Advise Council, through the Safety Committee, on the maintenance and improvements of City parks, playgrounds, playfields and other recreation areas.
      (2)   Review staff’s recommended five-year plan of improvements and/or additions to City parks and recreation facilities.
      (3)   To study the problems and determine the needs of the City relative to a tree care and tree planting program, and to make such recommendations to the Safety Committee as to desirable legislation concerning the tree program and activities of the City.
      (4)   To establish the recommended species and varieties of trees to be planted in the tree lawns or parks.
      (5)   To disseminate news and information regarding the selection, planting and maintenance of trees within the corporate limits, whether the same is on private or public property.
      (6)   To hold regular monthly meeting and special meetings, as necessary, to conduct its business. Members shall attend at least seventy percent of all meetings. Members absent without good cause from three consecutive meetings shall be removed from the Board by Council. Adequate notice shall be given to the public and news media of all meeting dates, times and places. Reasonable notice shall be given in the event of a meeting date, time or place change.
      (7)   When requested by Council or the City Manager, to consider, investigate and make findings, report and recommend upon any special matter or question coming within the scope of its work.
      (8)   Minutes of all proceedings shall be prepared and copies of agendas, records and minutes shall be maintained by the City Clerk's office.
