A petty cash fund for the D.A.R.E. program is hereby established in the amount of two hundred fifty dollars ($250.00), with the following standards:
(a) The Police Chief and the D.A.R.E. officer shall be jointly charged with the proper administration of the fund and personally liable for any inappropriate expenditures or losses therefrom.
(b) All expenditures must be documented by receipts.
(c) Expenditures shall be used for supplies used in the program and parties and/or rewards for the children participating in the program.
