The term “meeting,” as used in this chapter, means any prearranged discussion of the public business of any public body by a majority of its members. The term “public body,” as used in this chapter, means Council, but also includes within its definition any board, commission, agency, authority, committee or other body with decision-making authority in the City, if any, which is subject to the rule-making authority of Council. This chapter is in addition to any other requirements imposed by law pertaining to the notification of meetings to be given to the members of any public body, the public or the news media. However, this chapter shall not apply to an executive session held at a regular or special meeting of any public body which is conducted for the purpose of considering any of the matters set forth in Ohio R.C. 121.22(G), nor shall this chapter apply to any other meeting, conference or discussion specifically exempted by law from the requirements imposed by Ohio R.C. 121.22(F).
