§ 71.05 CURRENT REGISTRATION.
   It shall be unlawful to park or place on the highways or other public property any vehicle required to be registered by the Motor Vehicle Registration Act that is not registered in accordance with the Act.

§ 71.06 TIME LIMITS.
   (A)   It shall be unlawful to park a vehicle on a public street for over 24 consecutive hours except where a different maximum time limit is posted.
   (B)   If the Board of Trustees adopts a resolution entirely prohibiting, or fixing a time limit for, the parking and stopping of vehicles on any highway, it is unlawful to park or stop any vehicle in such highway for a period of time longer than fixed in the resolution.

§ 71.07 PARALLEL, ANGLE AND CENTER PARKING.
   (A)   Except as otherwise provided in this section, any vehicle stopped or parked upon a two-way roadway where parking is permitted shall be so stopped or parked with the right-hand wheels parallel to and within 12 inches of the right-hand curb or edge of such roadway. No vehicle shall be parked upon a roadway when there is a shoulder adjacent to the roadway which is available for parking.
   (B)   Except when otherwise provided by the Board of Trustees, every vehicle stopped or parked upon a one-way roadway shall be so stopped or parked parallel to the curb or edge of such roadway, in the direction of authorized traffic movement, with its right-hand wheels within 12 inches of the right-hand curb or edge of the roadway or its left-hand wheels within 12 inches of the left-hand curb or edge of such roadway.
   (C)   The Board of Trustees may permit angle or center parking on any roadway, except that angle or center parking shall not be permitted on any federal-aid highway or on any part of the state highway system unless the Director-State Engineer has determined that such roadway is of sufficient width to permit angle or center parking without interfering with the free movement of traffic.
   (D)   The Board of Trustees may prohibit or restrict stopping, standing or parking on highways under its jurisdiction and erect and maintain proper and adequate signs thereon. No person shall stop, stand or park any vehicle in violation of the restrictions stated on such signs.

   (E)   Where stalls are designated either on the curb or pavement, vehicles shall be parked within those stalls.
   (F)   Vehicles must not be parked at any curb in such a position as to prevent another vehicle already parked at the curb from moving away.

§ 71.08 TRUCK AND TRAILER PARKING.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      COMMERCIAL TRAILER. A trailer having a gross weight, including load thereupon, of more than 9,000 pounds, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by the towing vehicle.
      FARM TRAILER. Any trailer or semi-trailer used wholly and exclusively to carry a farmer’s or rancher’s own supplies, farm equipment, livestock or agricultural products and attached to or drawn by a motor vehicle licensed as a farm vehicle.
      LOADING AND UNLOADING. The act of delivering or collecting goods, wares, merchandise or materials for a period of time no longer than is necessary for the expeditious delivery or collecting of goods, wares, merchandise or materials.
      MOTOR VEHICLE. Includes all vehicles propelled by any power other than muscular power, except mopeds, farm tractors designed and used primarily for tilling the soil and harvesting crops, excluding vehicles which run only on rails or tracts, off-road designed vehicles, including, but not limited to, golf carts, go-carts, riding lawn mowers, garden tractors, all-terrain vehicles, snowmobiles and minibikes.
      RECREATIONAL VEHICLE. A folding camper trailer, rigid travel trailer, boat trailer or self-propelled motor home designed as temporary living quarters designed for travel, camping, recreation and vacation use and eligible to be licensed and registered for highway use.
      SEMI-TRAILER. Every vehicle without motive power designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by the towing vehicle.
      TRAILER. Includes every vehicle without motor power carrying persons or property and being pulled by a motor vehicle and so constructed that no part of its weight rests upon the towing vehicle.
      TRUCK. A motor vehicle having a rated gross vehicle weight of 20,000 pounds or more, equipped or used for the transportation of property.
      TRUCK-TRACTOR. Any motor vehicle designed and used primarily for drawing other vehicles and so constructed as to carry a load other than a part of its weight of the vehicle and load being drawn.
      UTILITY TRAILER. A trailer having a gross weight, including load thereon, of 9,000 pounds or less, attached to a motor vehicle designed for carrying persons or property and so constructed that some part of its weight and that of its load rests upon or is carried by the towing vehicle.
   (B)   It shall be unlawful for any person to park or leave standing upon the streets or alleys of the village any truck, trailer, truck-tractor, semi-trailer, farm trailer, utility trailer or commercial trailer, except for the purposes of loading or unloading. The provisions of this division (B) shall not apply to trucks or trailers being used in connecting with building, repair, service or moving operations.
   (C)   It shall be unlawful for any person to park or leave standing upon the streets or alleys of the village any recreational vehicle, except for the purposes of loading or unloading.

§ 71.09 REMOVAL OF ILLEGALLY STOPPED VEHICLES; LIABILITY FOR COSTS.
   (A)   Whenever any peace officer, or any authorized employee of a law enforcement agency who is employed by the village and specifically empowered by ordinance to act, finds a vehicle standing upon a highway in violation of any of the provisions of this chapter, the individual may remove the vehicle, have such vehicle removed or require the driver or other person in charge of the vehicle to move such vehicle to a position off the roadway of the highway or from the highway.
   (B)   (1)   The owner or other person lawfully entitled to the possession of any vehicle towed or stored shall be charged with the reasonable cost of towing and storage fees. Any towing or storage fee shall be a lien upon the vehicle prior to all other claims.
      (2)   Any person towing or storing a vehicle shall be entitled to retain possession of the vehicle until the charges are paid. The lien provided for in this section shall not apply to the contents of any vehicle.
