This subchapter is intended to replace and supersede all existing village ordinances pertaining to the administration, definition, enforcement, charges and related matters pertaining to the allowance of outdoor wood-fired boilers, stoves or furnaces within the village. Accordingly, all ordinances or parts of ordinances in conflict herewith and relating to outdoor wood-fired boilers, stoves or furnaces are hereby repealed. It is understood, however, that the adoption of this subchapter, or its subsequent amendment or repeal, shall in no way change, relieve or release the existing obligations or any prior violation of prior ordinances of any person with respect to the village operations.
