The notice to abate a blighted property, building, structure or dwelling issued under the provisions of this chapter shall contain:
(A) The location of the blighted property, building, structure or dwelling;
(B) A description of what constitutes a violation of this chapter;
(C) A statement of acts necessary to abate the violation of this chapter;
(D) The time and place of a hearing before the Village Council. The person responsible for the blighted property, building, structure or dwelling shall be given the opportunity to show cause at the hearing why it should not be removed, demolished, otherwise made safe, or properly maintained.
