§ 154.03 GENERAL REGULATIONS.
   (A)   It shall be unlawful for any owner or occupant to keep or maintain any blighted property or any blighted building, structure or dwelling.
   (B)   All persons who violate any of the provisions of this chapter, whether as owner, occupant, lessee, agent, operator or employee shall, except as otherwise provided herein, be equally liable.
