It is the purpose of this chapter to:
(A) Prevent blight and the deterioration of buildings, structures and property;
(B) Promote the property maintenance standards of the village; and
(C) Reduce the devaluation and maintain the neighborhood character of property located in close proximity to certain blighted conditions.
