If such owner or occupant shall fail to remove said condition or destroy said noxious weeds or cut said foliage after expiration of the time set forth in said notice, the village, may, without further notice, cause same to be done. All costs and charges pertaining to said destruction, removal or cutting shall be paid from the General Fund of the village, and the amount thereof shall be assessed against said property, placed upon the next tax roll, and collected as a special assessment. If being mowed by the village, the owner or occupant will not be charged less than two hours’ labor and two hours’ rental. Nothing contained herein shall prevent the village from maintaining an action in debt or assumpsit against the owner or occupant of such premises.
