Whenever any condition as described in § 93.20 shall be found to exist within the village, it shall be the duty of the owner or occupant of the premises whereon said condition is found to remove said condition. Specifically it shall be the duty of such owner or occupant to destroy noxious weeds before they reach seed-bearing stage and to prevent such weeds from perpetuating themselves, and to keep the level of growth of said foliage to not more than seven inches in height.
