(A) The owner of the premises where the trees, shrubs, and plants grow shall be responsible for maintaining the trees, shrubs, and plants located in village rights-of-way.
(B) MAINTAINING shall mean pruning, trimming, topping, removal, spraying, mulching, fertilizing, cultivating, supporting, treating for disease or injury, or any other similar act which promotes the life, growth, health, or beauty of the plants.
