§ 92.06 OBSTRUCTIONS.
   (A)   Any tree, shrub, or plant which overhangs any sidewalk, street, fire hydrant, or any other public place in the village and is situated so as to impede or interfere with traffic or travel on such public places or which obstructs any street light, fire hydrant, or interferes with utility wires shall be trimmed by the owner of the premises on which such tree, shrub, or plant grows in order to eliminate the obstruction.
   (B)   No tree, shrub, or plant with an average height of more than 18 inches shall be planted within a triangle formed by the intersection of lot lines of a corner lot adjacent to a street or alley back a distance of 25 feet from such intersection.
   (C)   No tree, shrub, or plant shall be planted within ten feet of any fire hydrant.
   (D)   All trees, shrubs, or plants located on public or private property shall be so trimmed as not to hang lower than 14 feet from above the top of any street, road, or alley.
   (E)   Any tree, shrub, or plant which is in violation of this section shall be deemed to be an obstruction, and the Village Clerk shall notify the property owner in writing describing the conditions, stating the steps necessary to correct the conditions, and establishing a reasonable time within which the corrective steps shall be taken.
   (F)   In the event effective steps are not taken within the time specified, it shall be lawful for the village to abate these conditions to the extent necessary to assure compliance with the foregoing requirements, and the costs thereof may be assessed to the owner.
