§ 71.39 RIGHT-OF-WAY.
   Motor vehicles traveling on streets which are protected by stop signs shall have the right-of-way over all other vehicles entering or crossing other streets, but motor vehicles driving on streets which are not protected by stop signs shall yield the right-of-way to vehicles approaching on intersecting streets from the right, and shall have the right-of-way over those approaching from the left when such approaching vehicle shall reach the intersection at approximately the same time. In all other cases on streets which are not protected by stop signs, the vehicle reaching the intersection first shall have the right-of-way. The driver of a vehicle approaching but not having entered an intersection shall yield the right-of-way to a vehicle within such intersection whose driver has signaled his or her intent to turn to the left across the line of travel of such first mentioned vehicle. The driver of any vehicle upon any street shall yield the right-of-way of a pedestrian crossing said street within a clearly marked crosswalk of any regular pedestrian crossing, including the prolongation of a lateral boundary line of the adjacent sidewalk at the end of a block, except at intersections where the movement of traffic is being controlled by traffic officers or traffic direction devices. Every pedestrian crossing a street within any point other than a pedestrian crossing, crosswalk, or intersection shall yield the right-of-way to all vehicles upon the street. The driver of any vehicle traveling at an unlawful rate of speed shall forfeit any right-of-way which he or she may otherwise have hereunder.
