No connection shall be made from privately owned or operated property with the storm sewer system except by special permit granted by the Sewer Inspector, and when required by him or her, there shall be constructed by the property owner a sump through which all sewer water shall pass before entering the sewer, which sump shall be constructed as follows.
(A) A pit shall be constructed of concrete not less than five feet long, two and one-half feet wide, and four feet deep, inside measurements.
(B) Extending across the pit from side to side there shall be constructed a vertical baffle wall constructed and located not less than two feet from the outlet end of the pit and extending downward from the top of the pit to a point not less than eight inches below the level of the outlet.
(C) No inlet to the sump shall be permitted between the baffle wall and the outlet end shall have a solid metal cover held in position by bolts securely set in the walls of the sump. Such sump shall be constructed under the supervision of the Sewer Inspector and shall be subject to periodical inspection by him or her.
