§ 51.04 EXCAVATIONS AND OTHER WORK.
   No excavations or tenches for sewer pipes, or work in connection with such pipes, attachments, appurtenances, or modifications thereof, other than on privately owned property, shall be done without a special permit issued by the Sewer Inspector.
