It shall be unlawful for any person other than the Sewer Inspector or persons in his or her employ, or persons operating under special contract with the village, or a duly licensed plumber, to open, uncover, or make any connection with the sewer systems of said village, or to lay any sewer pipes or attach or modify any fixtures or appurtenances which are in any manner attached to, or used in connection with, the public sewer systems of said village, other than such as are on privately owned property.
