§ 157.040 TRASH REMOVAL.
   The municipality provides residential trash removal as a municipal service of the Street Department. This municipal service is offered to residential customers only. Retail business and industrial clients are not afforded trash removal service. Trash service is generally paid through property taxes, however, the municipality retains the right to levy additional user charges directly to the residential users to supplement property tax funds used to provide this service. The supplemental charges may be adjusted periodically to reflect market/cost conditions. In addition, the municipality may alter the trash collection policy from time to time by action of the City Council for the purpose of addressing the parameters and costs of trash removal. In some cases, municipalities levy additional charges for such services as heavy trash removal, leaf composting, recycling, landfill fees or other special services, which may be considered by the municipal authorities from time to time as part of the normal course of business. It is understood by the city and its leadership that trash removal is a municipal service which can easily be isolated and converted from a "property tax revenue-based service" to a "user charge" based service, if the public demand for such a change grew to a sufficient level.
