The original and current intent of the cumulative actions of the city with regard to growth is that the ultimate boundaries of the city could ultimately coincide with the boundaries of the utility service area of Peru Utilities, especially that portion of the utility service area which offers water and sewer utility service. Therefore, it is the official policy of the city that the ongoing effort to plan for and implement municipal growth, through the extension of municipal services will ultimately result in the incorporation of virtually all areas within the service area of Peru Utilities.
