§ 157.005 ANNEXATION AGREEMENTS.
   The city will attempt to implement a comprehensive system of "annexation agreements" with developers and land owners stating that the city intends to take formal annexation actions at a future date, after the property becomes contiguous to the city. The annexation agreements clearly demonstrate the "policy intent" of the city with regard to annexation, however, the city is cognizant of the importance of community consensus as a building block of good government. The city will develop its policies and practices with regard to annexation agreements to make them practical and informative for the residents of these new areas in the future, including the requirement that annexation agreements be recorded with the County Recorder. It is the city's long term intent to require new development in the unincorporated areas to waive the right to remonstrate against future annexation actions, with additional requirements on the developer related to connection to utility systems.
