(A) It shall be unlawful for any person to deposit the carcass of any dead animal, or offal of any animal, or any similar decaying substance in a container, as that term is herein defined. It shall also be unlawful for any person to deposit any human waste, human fluids of any kind, or substances from any human in a container, as that term is herein defined.
(B) Any person found to have violated, or to be permitting a violation of this chapter, shall be given notice of such violation, either verbally or in writing. In the event such violation is not immediately abated, such continued violation shall constitute the maintenance of a nuisance. Any cost incurred by the city in abating such nuisance shall be paid by any person or persons liable for violation of any provision of this chapter.
