§ 92.04 PROPER PRECOLLECTION PRACTICES.
   (A)   Preparation of garbage, trash and yard waste. Garbage and trash shall be carefully drained and securely placed into plastic garbage bags before it is deposited into a container. All garbage, trash and yard waste must be placed in a container. All yard waste shall be placed in a container separate, and clearly marked for yard waste only. Corrugated boxes and other trash of large or unusual sizes and shapes will not be accepted for collection unless broken, folded or cutdown to a size suitable for handling and transportation. Such suitable size is defined herein to be no more than three feet by three feet and/or no more than 50 pounds in weight.
   (B)   Location of containers. The city, or its authorized collection agency, shall collect all garbage, trash and yard waste in accordance with a collection schedule established by the head of the City Sanitation Department. The head of the Sanitation Department shall also determine where all garbage, trash and yard waste must be placed and where all designated garbage racks must be located for purposes of collection. Those residents having garbage, trash and yard waste picked up in the alley shall be required to have garbage racks. Those residents designated for curb service shall not be required to have garbage racks; however, all garbage, trash and yard waste must be kept in containers, as that term is defined herein.
   (C)   Dumpsters hidden from public view in downtown business area. After July 1, 2008, all commercial trash dumpsters in the downtown business area shall be hidden from the public view, by a solid fence or other barrier enclosing the dumpster(s), and secured with a self-locking gate. The barrier may be a chain link fence, but it shall contain weaving in the fence sufficient to cause the dumpster(s) to be out of the public view. For purposes of this division, the “downtown business area” shall be bounded by the railroad property to the north, Spring Street/Strawtown Pike to the south, Wabash Street to the east and Miami Street to the west. South of the Wabash River, it shall apply only to the businesses on South Broadway.
