(A) The Police Department is hereby specifically authorized and directed to remove or tow away any vehicle found in violation of the parking time limits and permits found in PMC § 73.13 or found in violation of any parking meter or parking regulation upon real estate or property owned or operated by the city.
(B) The owner or operator of any vehicle found in violation of the parking provisions of this chapter shall be required to pay for such towing expense, storage if any, and any other expense in order to recover possession of the vehicle.
(C) Before the Police Department may tow or remove a vehicle found in violation of the parking regulations found in PMC § 73.13 a ticket, summons, or a warning must be placed upon the vehicle in question notifying the owner or operator that unless the vehicle is moved immediately, the vehicle may be towed at the expense of the owner.
