§ 73.16 REMOVAL OF VEHICLES.
   (A)   Any vehicle parked in violation of any provision of §§ 73.13 through 73.15 may be removed, or caused to be removed, by order of the Chief of Police or his designated police officer to some place of storage off the street, alley, or public place. The Chief of Police shall notify the registered owner of the vehicle of the facts of removal.
   (B)   The costs of removal and of storage of the vehicle shall be the sole responsibility and liability of the registered owner of the vehicle.
   (C)   When the cost of storage equals or exceeds the value of the vehicle, a storage facility may give notice to the registered owner at the address the Bureau of Motor Vehicles records for the owner. Ten days after the notice is given, if the owner has not redeemed the vehicle by paying all accrued storage fees, the storage facility may sell the vehicle and retain the proceeds in satisfaction, or partial satisfaction, of the storage fees.
