§ 72.41 CERTAIN USES OF MOTORIZED VEHICLES.
   (A)   The use of motor vehicles as defined above is permitted on all streets within the city only under the following conditions:
      (1)   For motor vehicles required to be registered and plated by Indiana Law, the operator of the motor vehicle must be properly licensed, insured, equipped and registered, pursuant to applicable state law.
      (2)   For motor vehicles not required to be registered or plated by Indiana law:
         (a)   The operator must be age 15 or over;
         (b)   The operator must carry a state- issued identification card that shows the operator's age or a valid operator's license;
         (c)   An operator from 15 to 18 years of age must wear a helmet and goggles or a face shield;
         (d)   The vehicle must have headlights, taillights, brake lights and turn signals that are clearly visible to other traffic and functioning properly; and
         (e)   The vehicle must be capable of traveling at the posted speed limit upon any given street so that it will not create a hazard as a slow moving vehicle.
   (B)   The use of pocket bikes is prohibited on any and all roadways, public rights-of-way, sidewalks and parking lots within the city.
