§ 32.05 ELECTION OF CHAIRMAN AND SECRETARY.
   The Board shall elect annually, at the first regular meeting in January, a chairman and a secretary. The secretary shall keep minutes of all proceedings and shall preside at meetings when the chairman is absent.
