§ 32.04 APPOINTMENT; TERMS; SALARIES; VACANCIES.
   (A)   Three members of the Board shall be appointed by the Mayor. Two members shall be appointed by the Common Council. The terms of the Board members shall be four years. All members shall be residents of the area served by the Board. The salaries paid to the members shall be paid from utility funds. No member shall be an employee or officer of any public utility, and shall not hold any other elected or appointed government office, city, county, state, or federal. The Common Council shall determine the amount of the members salary annually by such resolution or ordinance as they may hereafter enact.
   (B)   (1)   All succeeding appointments to the Board shall be for four year terms following the existing members term with the initial appointments to follow the effective date of this subchapter.
Appointments by the Mayor:
   January 1, 1983 to December 31, 1986;
   January 1, 1984 to December 31, 1987;
   January 1, 1985 to December 31, 1988;
Appointments by the Common Council:
   January 1, 1983 to December 31, 1986;
   January 1, 1986 to December 31, 1989.
      (2)   The appointments shall be made each four years thereafter by the respective appointing authority. Upon the expiration of any Board members term or a vacancy created by reason of death, resignation, moving out of the service area, or otherwise, such office shall be filled by appointment by the authority which originally appointed such expired or vacated Board member. Any vacancy prior to the expiration of the term of office shall be filled by appointment for the remainder of the unexpired term. Any member of the Board may be removed or impeached from office as provided by Indiana law.
