§ 70.23 RESTRICTIONS ON LOADING AND UNLOADING BUSES.
   No bus shall load or unload any passenger until the bus is parallel to the curb and not more than one foot distant therefrom. If there is no curb, all loading and unloading shall be done in a manner as to cause no obstruction to the regular flow of traffic.
