§ 70.11 EMERGENCY AND EXPERIMENTAL REGULATIONS.
   The Chief of Police, by and with the approval of the City Traffic Department Supervisor, is empowered to make regulations necessary to make effective the provisions of the traffic ordinances of this city, or to take any action necessary to respond to emergency traffic situations.
