The cost of stormwater projects and the incidental expenses connected therewith and the cost, if any, of financing for stormwater projects shall be paid out of revenues generated by the stormwater user fee. The Stormwater Utility Board shall have the authority to determine how those funds are used and shall have the authority to issue bonds or borrow money if necessary to carry out their responsibilities.
