Procedures adopted based upon consideration of the findings set forth in section 11.40.030 of this chapter, Pershing County adopts the following procedures to ensure that there is full and complete disclosure and cooperation by federal entities to the county regarding decisions affecting federal lands located within the county and, reciprocally, that federal entities be made aware of the impact of their actions and decision making on the interrelated heritage of cultural, environmental and economic well being and stability of the county. The adopted procedures apply to all decisions undertaken by any agency, department or other federal entity including, but not limited to, the department of interior, department of agriculture, environmental protection agency, department of defense, or department of energy (hereinafter known as "federal entities") that do or will have a direct or indirect impact on federal and private lands within the geographic confines of the county.
