(a) There is hereby established a Village Planning Commission consisting of the Mayor, one member of Council appointed by Council, and three citizens of the Village who shall serve without compensation and who shall be appointed by the Mayor and approved by Council for a term of six years, except that the term of one of the citizen members of the first Commission shall be for four years, and one for two years.
(b) The powers of the Planning Commission shall be those granted by Ohio R.C. 713.01 to Ohio R.C. 713.27 and all other sections of the Ohio Revised Code, and as may hereafter be adopted by ordinances passed by Council relating to the Village Planning Commission.
(c) The Village Planning Commission is authorized to control the height, design and location of buildings within its jurisdiction and to issue and make rules and regulations relating thereto all in accordance with the provisions of Ohio R.C. 713.04.
