523.02 OUTSIDE STORAGE OF JUNK VEHICLES PROHIBITED.
   (a)   No person shall store or permit to be stored, park or permit to be parked any motor vehicle which is in a junk, inoperative, dismantled or partially dismantled condition, whether attended or not, within the Village, upon any public or private property in view of the public right of way for a period of fifteen (15) days or longer.
   (b)   This section shall not apply to any motor vehicle on private property which is stored within a completely enclosed building, garage or otherwise in conformity with State laws, or if the motor vehicle is a collector's vehicle, as defined in Ohio R.C. 4503.181.
   (c)   No person shall be prevented from storing or keeping, or restricted in the method of storing or keeping any collector's motor vehicle on private property with the permission of the persons having the right to the possession of the property, except that a person having such permission may be required to conceal, by means of buildings, fences, vegetation, terrain or other suitable obstruction, any unlicensed collector's vehicle stored in the open, as defined in Section 303.10 and Ohio R.C. 4513.65(A).
   (d)   This section shall not apply to any licensed automobile service stations and/or repair shops with a copy of license on file at the Village office.
